This paper not only examines the contents and structure
of Korea Broadcasting Advertising Regulation Code, but
also studies the longitudinal changes and characteristics
of it. By closely investigating the Korea Broadcasting
Advertising Regulation Code, this paper could provide
useful theoretical and practical data for the study
of advertising regulations in Korea.
The results of this study show that the Korea Broadcasting
Advertising Regulations have been continuou- sly reinforced
and taken concrete shape since 1970s. The characteristics
of Regulations were developed from early self-regulations(non-government
regulations from media, media associations, and ethic
committee) to direct government-regulations. The
time of regulations has also been reinforced from post-regulations
in 1970s, and pre-regulations by media and post-regulations
by government in early 1980s, to pre-regulations by
government agency in late 1980s.
The contents and structure of regulations have also
been increased gradually from early declaratory and
ethical articles to strict rules based on law. The
other finding of this study is that the contents of
regulation code have been changed from early abstract,
declaratory and ethical articles to concrete, practical
and legal articles in 1990s.
